Course Description:

In this webinar, the Egyptian Competition Authority (the “ECA”) will outline the current M&A control regime adopted by the ECA under the current legislations and the triggers of an anti-trust filing with the ECA. We will also delve into the circumstances where an offshore transaction requires an anti-trust filing in Egypt and the formalities of the same in terms of required information and documents. The ECA will also outline the consequences of breaching the filing requirement, the currently applicable sanctions and precedents of enforcement.

We will also discuss at depth the Uber-Careem acquisition and the ECA’s role in reviewing this acquisition; And whether such deal marks a new trend by the ECA to extend its review mandate.

Omar has worked on several pathfinder and premium deals and projects on local, regional and cross border levels.

Dr. Amir Ibrahim – Chairman of the Egyptian Competition Authority

Dr. Amir is experienced in the field of European and International Competition Law and has practiced EU Competition Law at top tier law firms in London. He worked as a Teaching and Research Assistant in the field of Competition Law and Economic Regulation at Queen Mary University of London Center for Commercial Studies, the same university from which he received his Ph.D. He acted as consultant for the ECA until he was appointed in May 2018 year as the authority’s Chairman.



Dr. Fatma El-Zahraa Adel – Legal Advisor to the Chairman for Competition Law & Policy

Dr. Fatma is the legal advisor to the Chairman of the Egyptian Competition Authority since 2018. She works and provides guidance on the most important cases of the ECA and acts as a strong advocate for competition. Prior to assuming this position, Dr. Fatma acted as a legal researcher at the ECA for more than six years. Dr. Fatma has a PhD in competition law from Paris I – Panthéon-Sorbonne University (2019), she holds also a Master’s degree in International Business Law from the University of Burgundy (2008) and law degrees from both Paris I Panthéon-Sorbonne University and Cairo University.


Ms. Marina Iskandar – Division Acting Lead Lawyer

Ms. Marina is currently the Head of the Automotive Division at ECA. She previously led the Uber/Careem case team as a legal researcher. She obtained her LL.B in Law and her LL.M in International Business and Commercial Law from the University of Manchester, and is currently completing a post-graduate diploma in Economics for Competition Law at King’s College London.
